Your Letter May Be in the Mail: Uninsured motorists could soon lose registration

SHEPHERDSVILLE - One fear a motorist might have on the roadway is that they could be involved in an accident.
Worse yet, the offending party may be an uninsured motorist.
For many in the community, they might believe that without proper insurance, a motorist would not be out on the roads.
But that is not the case.
Bullitt County, along with Anderson County, will be the first to test a new notification system that would first alert the parties that they don't have insurance and then alert law enforcement databases in case they are stopped for a traffic offense.
"It will be a hardship to some," Bullitt County clerk Kevin Mooney said of the new notification system. "But I don't want anyone in Bullitt County to be hit by a car driven by an uninsured motorist."
In 2005, the state General Assembly approved a House bill to deal with some type of notification system. Kentucky Revised Statute 186A.040 was born.
Various estimates found on the internet said that 14-28 percent of motor vehicles in the United States might not be insured.
Mooney said the General Assembly issued the challenge to tackle the problem several years ago and it has taken time to get a system in place.
Beginning this week, nearly 500 vehicle owners in Bullitt County, and another nearly 200 in Anderson County, will be recently letters.
Mooney said the letter would simply state that within 30 days, their vehicle registration would be cancelled due to the lack of continuous insurance coverage.
To clear up the matter, Mooney said it would take a trip to the county clerk's office. The issue cannot be solved on the phone or by FAX.
He said there would be some people who receive a letter and the matter could be quickly solved without additional cost.
For example, a person may have switched insurance providers and the new company had not been included in the list.
Another example is the person whose VIN on his or her vehicle is different than is on registration.
Still others might have historic or disabled vehicles that the owner has pulled insurance but left the cars registered.
If you receive a letter, Mooney advised people to get to the clerk's office as soon as possible.
If you can show that you have had valid insurance prior to the date of the cancellation letter, Mooney said the matter could be resolved without a fee.
However, if you truly do not have insurance, you must get coverage beginning no later than the date of the letter. This would require paying a non-negotiable $20 fee.
If a person ignores the letter, registration of the vehicle would be cancelled within 30 days and that information would go to the state's database. This database is used when officers make a traffic stop.
To reinstate the registration, a $20 fee would be required.
For those owning disabled or historic vehicle that are not being driven, Mooney said the owners could bring in the license plate.
The state law may provide some inconvenience for some but should provide a little more peace and comfort to the majority of motorists in the state.
He's watched people have insurance just long enough to get their registration renewed and be calling their agents to cancel the coverage as soon as they leave the annex building.
The clerk expects some people to be upset and concerned when they get the letters over the next week. For those with questions, they can call 543-2513.
However, getting the matter resolved will require a trip to the courthouse annex in Shepherdsville.
After the state watches how the program goes in Bullitt and Anderson counties, Mooney expects it to move statewide within a few months.

Current year tax bills will be available for purchase five
(5) business days after the sheriff’s sale.
The 2007 Sheriff Tax Bill sale will be held
Please contact office, clerk sale date canceled until further notice.
Our office will begin accepting bids on these bills
effective immediately. The sale date
will be May 8th, 2008 at 8:00 am.
The bid list must include a certified check for the bills to be
purchased and any and all recording and release fees.
The fees necessary for each bill are:
- $10.00
Assignment fee
- $13.00
Lis Pendens filing fee
- $13.00
Lis Pendens release fee
- $5.00
Certified copy of Certificate of Delinquency
Bid lists may be hand delivered or mailed to the Bullitt
County Clerks office,
Any bid list without a certified check will not be
considered or clock stamped.
The bid list must contain the following information:
- Tax
bill number
- Tax
year
- Owner’s
name as listed on the tax bill
- Amount
due as indicated in the delinquent tax bill system
- Certified
check for the amount being purchased.
Bids will also need third party contact information. Contact information must contain the
following:
- Name
of purchaser
- Payment
address of purchaser
- Phone
number of purchaser
Failure to submit any of the required information
will void the entire bid list. Voided
bids will be returned.
These checks will be immediately deposited and held until
any necessary refunds are made subsequent to the delinquent bill purchase. Each bid will be clock stamped upon
receipt. In the event two (2) or more
are received in the mail, each will be numbered one (1) to whatever and then
numbers will be drawn to determine their clock stamping order.
The first bidder will be able to buy everything on their
list. The second bidder will be able to
buy any remaining bills that are on their list.
This will continue until all bid lists are reviewed. At this point the sale is complete. Refund checks for any unused money will be
refunded after all bookwork related to the sale is completed.
There will be no
refunds for bills bought in error by third party vendors.
The sale procedures are at the discretion of the Bullitt
County Clerk.

Voting Announcements:

- April 21, 2008 is the last day to register to vote if an individual wants to vote in the May Primary. Individuals can register to vote in person in the County Clerk’s office in the county in which they reside or individuals can print the Voter Registration Card, fill it out and mail it in. As long as the Voter Registration Card is postmarked April 22, 2008, individuals will qualify to vote in the May Primary.
- April 22, 2008 at 10:00 a.m. the Absentee Voting Machines will open. Contact our office to see if your reason for absence on Election Day meets the requirements to absentee vote.
- April 22-May 27, 2008 the Registration Books will be closed. Individuals cannot register or make any changes to their current registration card.
- May 20, 2008 is the day of the Presidential Primary Election. Come out and vote for your favorite Democrat or Republican Nominee. The Bullitt County Clerk's Office will be closed on this day. The only department open is the Voter Registration Department.
- October 6, 2008 is the last day to register to vote if an individual wants to vote in the November Presidential Election. Individuals can register to vote in person in the County Clerk’s office in the county in which they reside or individuals can print the Voter Registration Card, fill it out and mail it in. As long as the Voter Registration Card is postmarked October 7, 2008, individuals will qualify to vote in the November Presidential Election.
- October 7-November 10, 2008 the Registration Books will be closed. Individuals cannot register or make any changes to their current registration card.
- November 4, 2008 is the day of the Presidential Election. Don’t forget to vote! The Bullitt County Clerk's Office will be closed on this day. The only department open is the Voter Registration Department.
Motor Vehicle Announcements:

- For all Historic Licensed Vehicles! Any individual who has an historic vehicle that is licensed with a Historic License Plate can pay their taxes at any time throughout the year. Historic Licensed Vehicle taxes are due in December, however, individuals can pay those taxes early to avoid a second trip into our office at the end of the year.
