Trailers that will be used commercially, or have a title/registration issued, must continue to be titled in the Commonwealth of Kentucky. All trailers must be titled that were purchased with a loan and the lending institution will be filing a lien. Certain trailers do not require titling in the Commonwealth of Kentucky. Trailers (utility or boat) that do not have a title issued and will not be used commercially or have a Manufacturer’s Statement of Origin (MSO) do not have to be titled or registered. Sellers will continue to sign the back of the Manufacturer’s Statement of Origin over to the buyer. This chain of ownership can continue until all spaces are filled on the back of the MSO, then the trailer must be titled. Individuals wanting a title issued for any type of trailer must have documentation. Individuals constructing homemade trailers do not have to title the trailer if it is for personal use. However, documentation is available for titling homemade trailers at the county clerk’s office. Travel Trailers, Fifth Wheels, Truck Campers, Pop-up campers and all commercial trailers must be titled and registered. All used trailers purchased out-of-state that have living quarters or contain electric on the inside must have a Kentucky Fire Marshall’s Inspection before the trailer can be transferred.

Currently, there are several types of Kentucky Titles that have been issued to vehicles. Titles issued after February 2000 have the assignment portion and Vehicle Transaction Record (VTR) form combined on the back of the Certificate of Title. These titles would not require the Application for title/registration (VTR Vehicle Transaction Record-Form # TC96-182) in order to transfer a vehicle. Titles issued prior to February 2000 only have the assignment portion on the back of the Certificate of Title and would require the Application for title/registration (VTR Vehicle Transaction Record-Form # TC96-182) in order to transfer a vehicle.

The following documents and information are required: (All forms highlighted in blue are downloadable simply by clicking on them and other highlighted words will direct you to that specified section.)

Kentucky Certificate of Title clear of all liens, with assignment portion properly completed by buyer and seller. The year your title was issued determines the procedure that you follow for a transfer.

Certificate of Title
If your title was issued before February 2000 the Application for title/registration (VTR Vehicle Transaction Record-Form # TC96-182) must be completed. Form must be signed by all sellers and buyers and their signatures’ notarized. Persons that have power of attorney for the seller or buyer/owner(s) may sign, but a copy of the power of attorney must be submitted with the application. If the County Clerk’s staff notarizes signatures, identification must be presented. Note-Titles that contain AND (instead of OR) or do not have a designation between names of owners require the signatures of all owners. Titles that contain OR or AND/OR only require the signature of one owner.
Social Security Number for each party appearing on the title or Federal ID Number for companies.
Trailers that will not be used commercially do not have to be registered and can be transferred as a Title Only Transfer. If a Title Only Transfer will be processed and there is a current Kentucky License Plate issued to the trailer, that license plate must be surrendered to the county clerk at the time of transfer.
All liens must be satisfied before transferring a trailer. Termination statement (Title Lien Statement Form # TC96-187E) must be completed by the financial institution and signed, then submitted to the clerk.
If a loan was needed for the purchase of the trailer, the buyer needs to indicate this on the Application for title/registration (VTR Vehicle Transaction Record-Form # TC96-182) or the Lien Portion on the back of Kentucky titles that were issued after February 2000. A pending lien will be noted and the buyer will be given a goldenrod copy of the registration to present to the lending institution. If the lending institution is located in another state the county clerk’s office will record the lien. Otherwise, the lending institution will use the goldenrod copy and Title Lien Statement-Form # TC96-187E to record the lien.
Bullitt County Clerk’s Office accepts Cash, Personal Check, Money Order or Certified Check. The office does accept Visa, MasterCard, Discover and Debit. However, to process using a Credit/Debit Card, an additional processing fee is charged. Contact county clerk’s office for details. Credit/Debit Cards cannot be used over the phone.

Property Tax-If at the time of transfer, property tax has not been paid, the seller will be responsible for the tax. See Property Tax for further details.

NOTE-To file a lien the amount is $22.00, however, if the debtor does not file the lien within 20 days of its application, a penalty of $2.00 is assessed by the County Clerk. All liens not filed within 20 days will be $24.00.

All persons that purchase a utility or boat trailer without any paperwork can apply for a title through the clerk’s office in the county with which the person resides. If the trailer has a Vehicle Identification Number (Serial Number), that number must be presented to the county clerk’s office. The county clerk will search the Kentucky database for any information for that trailer. If there is no match in the database the county clerk’s office will proceed to title the trailer.

For all trailers that do not have a serial number, the owner/buyer must apply for a Kentucky Assigned Vehicle Identification Number through the Transportation Cabinet before title or registration can be obtained. Once the Transportation Cabinet approves the application, they will send the Kentucky Assigned Identification Number to the clerk’s office. The customer will pick the Vehicle Identification Number up at the county clerk’s office. The customer is then required to rivet the Vehicle Identification Number to the trailer and a sheriff’s inspection is needed to verify that the customer has placed the Vehicle Identification Number in the proper location. Once the inspection has been completed the county clerk’s office will proceed to title the trailer.

Trailer Affidavit-Can be picked up at the county clerk’s office
Application for title/registration (VTR Vehicle Transaction Record-Form # TC96-182) must be completed. Form must be signed by all sellers and buyers and their signatures’ notarized. Persons that have power of attorney for the seller or buyer/owner(s) may sign, but a copy of the power of attorney must be submitted with the application. If the County Clerk’s staff notarizes signatures, identification must be presented.
Kentucky Fire Marshall’s Inspection-Contact 502-573-0364 for information. All used trailers missing paperwork that have living quarters or contain electric on the inside must have a Kentucky Fire Marshall’s Inspection before the trailer can be transferred.
Application for Motor Number or Vehicle Identification Number Form # TC96-169 for all trailers that do not have any Vehicle Identification Number (Serial Number)
Certified Sheriff’s inspection of vehicle verifying that the Vehicle Identification Number was riveted to the trailer correctly. New trailers purchased in the Commonwealth of Kentucky or from out-of-state can be titled and registered, but are not required to be titled and registered if the trailer will only be used for personal use. For all trailers purchased from out-of-state that are titled and/or registered, the owner/buyer must payUse Tax on the sale price of the trailer. See the Use Tax section for further information. Trailers used for personal use only can be titled if the owner wishes.
