Trailers that will be used commercially, or have a title/registration issued, must continue to be titled in the Commonwealth of Kentucky. All trailers must be titled that were purchased with a loan and the lending institution will be filing a lien. Certain trailers do not require titling in the Commonwealth of Kentucky. Trailers (utility or boat) that do not have a title issued and will not be used commercially or have a Manufacturer’s Statement of Origin (MSO) do not have to be titled or registered. Sellers will continue to sign the back of the Manufacturer’s Statement of Origin over to the buyer. This chain of ownership can continue until all spaces are filled on the back of the MSO, then the trailer must be titled. Individuals wanting a title issued for any type of trailer must have documentation. Individuals constructing homemade trailers do not have to title the trailer if it is for personal use. However, documentation is available for titling homemade trailers at the county clerk’s office. Travel Trailers, Fifth Wheels, Truck Campers, Pop-up campers and all commercial trailers must be titled and registered. All used trailers purchased out-of-state that have living quarters or contain electric on the inside must have a Kentucky Fire Marshall’s Inspection before the trailer can be transferred.
Kentucky Horse, Utility and Boat Trailer Transfers with Title

- All liens must be satisfied before transferring a trailer. Termination statement (Title Lien Statement Form # TC96-187E) must be completed by the financial institution and signed, then submitted to the clerk.
- If a loan was needed for the purchase of the trailer, the buyer needs to indicate this on the Application for title/registration (VTR Vehicle Transaction Record-Form # TC96-182) or the Lien Portion on the back of Kentucky titles that were issued after February 2000. A pending lien will be noted and the buyer will be given a goldenrod copy of the registration to present to the lending institution. If the lending institution is located in another state the county clerk’s office will record the lien. Horse, Utility and Boat Trailer Transfers without Paperwork
All persons that purchase a utility or boat trailer without any paperwork can apply for a title through the clerk’s office in the county with which the person resides. If the trailer has a Vehicle Identification Number (Serial Number), that number must be presented to the county clerk’s office. The county clerk will search the Kentucky database for any information for that trailer. If there is no match in the database the county clerk’s office will proceed to title the trailer.
For all trailers that do not have a serial number, the owner/buyer must apply for a Kentucky Assigned Vehicle Identification Number through the Transportation Cabinet before title or registration can be obtained. Once the Transportation Cabinet approves the application, they will send the Kentucky Assigned Identification Number to the clerk’s office. The customer will pick the Vehicle Identification Number up at the county clerk’s office. The customer is then required to rivet the Vehicle Identification Number to the trailer and a sheriff’s inspection is needed to verify that the customer has placed the Vehicle Identification Number in the proper location. Once the inspection has been completed the county clerk’s office will proceed to title the trailer.

- Certified Sheriff’s inspection of vehicle verifying that the Vehicle Identification Number was riveted to the trailer correctly.
