Towing and Storage
Vehicles that are towed from various locations may be subject to a Towing and Storage Title Transfer. The vehicles must have been involuntarily towed or transported pursuant to the order of police, other public authority, private person or business for any reason. (If the registered owner requested the towing of the vehicle, you cannot apply for a Towing and Storage Title Transfer)
The owner of the towing and storage facility shall attempt to obtain from the clerk’s office, the identity of the registered owner within ten business days of the removal, shall send certified mail in an attempt to notify the registered owner at the last address on record the location of the vehicle and the requirements for securing the release of said vehicle. The notice shall also contain information as to the make, model, license number (if any), vehicle identification number and the amount of reasonable charges due on the vehicle. When the owner of the towing and storage facility fails to provide this notice, the storage facility shall forfeit all storage fees accrued after 10 business days from the date of tow.
If after a period of 45 days the reasonable charges for towing and storage are not paid, the motor vehicle may be sold to pay the charges after the owner has been notified by certified mail ten days prior to the time and place of sale. Sale of the vehicle must be advertised once a week for three consecutive weeks.

- Notarized Affidavit from Towing and Storage Company stating:
- Year, Make and Vehicle Identification Number of vehicle towed
- Who requested the vehicle to be towed
- Reason the vehicle was towed
- Date the vehicle was towed
- Location from which the vehicle was towed
- Two certified letters or return receipts if the letters were signed for
- Newspaper advertisements must run one day a week for three straight weeks and can be ran in a local newspaper
- Receipt from newspaper stating the dates the advertisements were published
- Affidavit of Motor Vehicle Sale Form # TC96-159 completed by the Towing and Storage Company
- Application for title/registration (VTR Vehicle Transaction Record-Form # TC96-182) must be completed.
- Any prior liens must be released before a title can be issued
- All property taxes that are delinquent must be paid in full
- Certified Sheriff’s inspection of vehicle verifying Vehicle Identification Number and mileage if the vehicle is from another state. - Buyer must have Commonwealth of Kentucky proof of insurance (in their name as insured person, cannot accept driver) to complete transfer. All insurance cards must have the insurance company’s five-digit NAIC number listed on the card. Insurance is not required for Title Only Transfers. See Title Only Transfers for more information.
- Speed Titles are not allowed
- Bullitt County Clerk’s Office accepts Cash, Personal Check, Money Order or Certified Check. The office does accept Visa, MasterCard, Discover and Debit. However, to process using a Credit/Debit Card, an additional processing fee is charged. Contact county clerk’s office for details. Credit/Debit Cards cannot be used over the phone.
