Scooter Title Transfer & Registration
In order for a scooter to be titled and registered it must have a cylinder capacity of 50cc or greater. A scooter with a cylinder capacity of less than 50cc cannot be driven on Kentucky highways. Scooters 49cc or lower can only be used on neighborhood streets with a speed limit of 30mph or less. A motorcycle license is required for any scooter 50cc or greater (OAG84-176)
A scooter cannot be titled unless it will also be registered. Title Only Transfers are not allowed for any scooters regardless of cylinder capacity.
New Scooter Transfer
The following documents and information are required for a new scooter 50cc or greater:
- Manufacturer's Certificate of Origin properly assigned to the buyer by the selling dealer
- Application for Title/Registration (VTR Vehicle Transaction Record-Form # TC96-182) must be completed. Form must be signed by all buyers and their signatures' notarized. Persons that have power of attorney for the buyer/owner(s) may sign, but a copy of the power of attorney must be submitted with the application. If the County Clerk's staff notarized signatures, identification must be presented. Note-Titles that contain AND (instead of OR) or do not have a designation between names of owners require the signatures of all owners. Titles that contain OR or AND/OR only require the signature of one owner.
- If the seller portion of the Application for Title/Registration is not completed, a purchase order or sales receipt is needed for the purchase price. If using a purchase order or sales receipt, the Motor Vehicle Usage Tax Multi-Purpose Form #71A171 must have Section A and D completed and the Signature section on the bottom of the second page must be completed. This form must be submitted with the purchase order/sales receipt or the Application for Title/Registration must be completed by the seller.
- Certified Sheriff's inspection of scooter verifying Vehicle Identification Number and mileage if the scooter was purchased out of state.
- Social Security Number for each party appearing on the title or Federal ID Number for companies.
- Buyer must have Commonwealth of Kentucky proof of insurance (in their name as insured person, cannot accept driver) to complete transfer. All insurance cards must have the insurance company’s five-digit NAIC number listed on the card. The insurance card must state "Commonwealth of Kentucky Proof of Insurance" and must state if the policy is personal or commercial-some companies abbreviate with CL or PL. The insurance card must be in the same name as the registered owner/buyer, contain the full VIN, policy number and effective and expiration date. The effective date cannot be a future date. The insurance card must already be in effect.
- If a loan was needed for the purchase of the vehicle, the buyer needs to indicate this on the Application for Title/Registration (VTR Vehicle Transaction Record-Form # TC96-182) or the Lien Portion on the back of Kentucky titles that were issued after February 2000. A pending lien will be noted and the buyer will be given a goldenrod copy of the registration to present to the lending institution. If the lending institution is located in another state the county clerk’s office will record the lien. Otherwise, the lending institution will use the goldenrod copy and Title Lien Statement-Form # TC96-187E to record the lien.
- Bullitt County Clerk’s Office accepts Cash, Personal Check, Money Order or Certified Check. The office does accept Visa, MasterCard and Debit. However, to process using a Credit/Debit Card, an additional processing fee is charged. Contact county clerk’s office for details. Credit/Debit Cards cannot be used over the phone.

Out of State Scooter Transfer
The following documents and information are required for a new scooter 50cc or greater:
- Out of State Title signed by seller and buyer
- Application for Title/Registration (VTR Vehicle Transaction Record-Form # TC96-182) must be completed. Form must be signed by all buyers and their signatures' notarized. Persons that have power of attorney for the buyer/owner(s) may sign, but a copy of the power of attorney must be submitted with the application. If the County Clerk's staff notarized signatures, identification must be presented. Kentucky Scooter Transfer
Currently there are several types of Kentucky Titles that have been issued to vehicles. Titles issued after February 2000 have the assignment portion and Vehicle Transaction Record (VTR) from combined on the back of the Certificate of Title. These titles would not require the Application for Title/Registration (VTR Form TC 96-182) in order to transfer a vehicle. Titles issued prior to February 2000 only have the assignment portion on the back of the Certificate of Title and would require theApplication for Title/Registration (VTR Vehicle Transaction Record-Form # TC96-182)in order to transfer a vehicle. Any Kentucky resident who has delinquent motor vehicles ad valorem property tax due cannot transfer a vehicle until those taxes are paid full.
